No Child Left Behind Report Card - 2007-08 Data
Section 1111(h)(2) of the No Child Left Behind Act (NCLB) requires that each LEA that received Title I, Part A funding to disseminate specific LEA (district) and campus level data to (1) all LEA campuses, (2) parents of all enrolled students, and (3) to make the information widely available through public means such as posting on the Internet, distribution to the media, or distribution through public agencies.

1. The School Report Card distributed in the Spring of 2009 included assessment results in the aggregate and disaggregated by race, ethnicity, English proficiency, and economically disadvantaged: by performance level; showing two-year trend data for each subject and grade tested; with a comparison between annual objectives and actual performance for each student group; and including the percentage of each group of students not tested.

2. The School Report Card distributed in the Spring of 2009 included graduation rates for secondary school students.

3. Highland ISD and all campuses met Adequate Yearly Progress requirements under
No Child Left Behind for 2007-08. More information is available at:

3. There are no Title I schools in this district identified as in need of improvement.

4. The percentage of teachers in this district teaching with emergency or provisional credentials is 1.6%, and the percentage of classes in this district that are not taught by highly qualified teachers is 1.6%. Because this district is a single attendance district, a comparison between high- and low-poverty schools does not apply.

State Performance Plan (SPP) for Special Education in Texas
The Individuals with Disabilities Education Act of 2004 (IDEA 2004), Section 616(b), requires each state to develop a six-year performance plan. This State Performance Plan (SPP) evaluates the State’s efforts to implement the requirements and purposes of IDEA and illustrates how the State will continuously improve upon this implementation.

The Individuals with Disabilities Education Act of 2004 (IDEA 2004), Section 616(b)(2)(C)(i)(II), requires states to publicly report LEA performance against the state target.
